Compare and contrast the counter-terrorism and weapons of mass destruction capabilities of a large municipal police agency with that of your local jurisdiction. If your local jurisdiction is a large agency, select a smaller agency with which you are familiar. Prepare a comprehensive review comparing the general capabilities of the two agencies you selected. After outlining the differences of the two agencies, develop suggestions for how the smaller agency can expand its capability (assuming a budget increase of $5 million) or how the larger agency could adapt to a budget cut of $5 million.
