The Shipman Enquiry is an enquiry report produced through a British governmental investigation into the activities of general consultant and serial killer, Harold Shipman (Smith, 2006). Harold Fredrick Shipman was a British doctor and one of the most prolific serial killers in history, expected of killing more than 250 persons. Shipman was caught in 1998. On 31 January 2000, a jury found him guilty of 15 murders and the judge announced life imprisonment. However, the police and other investigative teams suspected that the death toll may be much larger than this (Smith, 2006).

Chaired by Dame Janet Smith, the enquiry began in 2000 at a cost of £21 million. It includes 2,500 witnesses and 270,000 pages of documents. Furthermore, a doctor killing his own patients is considered the height of crime (DameJanetSmith, 2006).
