Can problems arise from leaders being friends with employee's?

What type of situations can occur?

My example; Senior leader became friends with two employees and they decided to have a drink after work. The leader than failed to document situations (late attendance) that one employee felt was OK since they were friends. The situation didn't work out for either the employee or manager in the long run for employment.
