What is the conclusion of the following argument? "Blue whales, the largest mammals on Earth, may be making a comeback. In August (1988), 11 of the 100 foot long whales were sighted in Norwegian waters by a team of researchers. The coast of Norway has never been safe haven for the blues; hunting by Norway and the Soviet Union eliminated them from these waters decades ago" (Greenpeace magazine).
