In 1879, economist Henry George published Progress and Poverty, which became one of the best-selling books of the nineteenth century. In this book, George argued that all existing taxes should be replaced with a single tax on land. Tax incidence refers to the actual division of the burden of a tax between buyers and sellers in a market (see Chapter 4). If land is taxed, how will the burden of the tax be divided between the sellers of land and the buyers of land? Illustrate your answer with a graph of the market for land.
