Assume that the present energy crisis has worsened and that the respective governments of the United States and Great Britain are considering reducing the speed limit on all highways to 35 mph to conserve oil. Compare the policy-making process in both countries in reference to the following issues: Where will the policy originate? What roadblocks exist to enacting a policy? What problems will be encountered in implementing a new speed limit? How can citizens challenge an unpopular policy? Which government should react more quickly to solve the crisis and why? Which government's policy will be more likely include public input and why?
